Heilongjiang Research Institute of Post and Telecommunication

Heilongjiang Research Institute of Post and Telecommunication was started in August 1958, subordinated to Heilongjiang Postal and Telecommunication Administration.It was canceled in the national post and telecommunication structure restructuring in 1962.Then it was reestablished to meet the demandof Heilongjiang on post and telecommunication in Sep. 1973.The Institute specialized in the development and research of exchange technology, transmission technology, postal automating technology and computer application in communications.

Combining scientific research and production, it shouldered the task of improving communications as early as its start.At the initial stage, there were many troubles like insufficient cost for scientific research, poor production equipment and working environment, yet just in such condition, the technicians developed tens of projects.Of them, quite a few projects like semielectronic distributed control long-distance call automatic switching set, urban call semielectronic UAX and cooperative project electronic remittance inspecting device, etc. were awarded the top honors in the scientific and technological circle then, i.e. National Science and Technology Convention Award.

China began to carry out the system reform in science and technology in 1985 and the undertaking expenditures were increased at an annual growth rate of 20%.The Institute grasped the opportunity and implemented the economic accounting system of "project contracting". As a result, it earned a profit of 210,000 yuan in the first year and started its selfadvancement and improvement since then.From 1985 to 1995, the Institute made great achievements from its reform. It developed nine series and tens of scientific and technological achievements, which were converted into productivity rapidly with products sold in over 200 cities and counties in 18 provinces.Among these products, step-up exchange user multimetering charging system was applied in ten P&T offices in Shenyang and Anshan of Liaoning Province, Changchun and Taonan of Jilin Province; crossbar exchange multimetering charging system was used in over 100 P&T offices in 17 provinces and municipalities; stored program exchange magnetic tape offline charging system was utilized in the P&T offices in over 100 cities and counties in six provinces; urban telephone sale management system was adopted by over 100 P&T offices in six provinces. All these contributed to the Institute's big economic benefit.

Heilongjiang Communication Software Engineering Bureau was established on April 30, 1996, which indicated a new chapter of Heilongjiang Research Institute of Post and Telecommunication. Following the reform of the communication enterprise and exerting the advantage of informatization management, it began to devote to the network and software with the interest in "hot technology in communication industry", thus entering a new development stage.

In this period "telecommunication service network computer integrated management system" ('97 Project) was launched for all post and telecommunication enterprises in HeilongjiangProvince. From scratch, scientific personnel worked hard with great enthusiasm in the construction. Finished in 1999, the "'97 Project" realized the vertical network connection of the whole province and the computer management with the P&T offices in cities, counties, villages and towns, thus greatly improving the telecommunication service quality.This was the first key project thoroughly completed by the technical force of a province in China, thus making our technical backbone position in the provincial communication industry.

From then on, many achievements have been made like "telecommunication customer service system", "170 telephone charge inquiry system" and "online charging system".The LAN teleservice charging accounting system passed the test of the telecommunication main office smoothly.In 1997, the national "three reforms" working conference on scientific research of post and telecommunication enterprises was held in Harbin, confirming our reform achievements.

In April 2000, the Software Engineering Bureau was replaced by Heilongjiang Goldmind Communication Technology Co., Ltd. after the system reform.The middle and young-aged leadership vitalized the enterprise for its sustainable development.Adopting advanced operational concept and modern management mode, it was based on telecommunication industry and developed utility and international service, etc.It enjoyed an increasing annual income from main business, with 67.76 million yuan gained in 2005.The total contract value achieved in the first half of 2006 exceeded 100 million yuan.

It enjoyed increasingly rich technology and managerial experience, strong market operation ability and high brand awareness. It had great number of clients like CNC, China Telecom, China Mobile, China Unicom, ChinaTieTong, and enterprises from the sectors of finance, petroleum, broadcast, building, animal husbandry, tobacco, municipal water supply, large manufacturing, and the provincial and municipal government organs. Its products were available in Beijing, Jilin, Gansu, Inner Mongolia, Shanxi, Liaoning and Hebei, etc.In 2004, it started to undertake the outsourcing of Japan and became the strategic partner of Japan Canon, a new field exploited.

The business management system and the management capability were increasingly improved.In 2003, Goldmind Technology Co., Ltd. became the first enterprise passing CMM 2 certification in HeilongjiangProvince.Over the years its 27 software products were certified by software society. It also became a key software enterprise in the country program after strict examination and verification.

In 2001, Goldmind Technology Co., Ltd. set up its Beijing Office.In 2003, Beijing Goldmind-Rongchuang Information Technology Co., Ltd. was registered.Now it has developed into a team over 50 persons while there were only three in its early days.It undertook the first, second and third phases projects of the OAS for the headquarters of CNC, and takes full charge of the maintenance and support of informatization of the Headquarters.It contributed to the Group's informatization.It made a solid foundation for Goldmind to extend business to the whole country while standing fast in Heilongjiang.

In March 2006, Goldmind Technology Co., Ltd. was incorporated into CNC System Integration Co., Ltd., and a new company China Netcom Group System Integration Corporation Heilongjiang Branch was founded.It is responsible for supporting the system integration business of CNC and CNC Heilongjiang Branch, providing system integration service to the VIP clients of the Group and Heilongjiang, and actively explores social customer system integration service to foster new income growth point
