In 2009,Unicom System Integration Corporation Heilongjiang Branch (hereinafter referred to as Heilongjiang Branch) was founded on the basis of China Netcom Group System Integration Corporation with the participation of China Netcom Group System Integration Corporation Heilongjiang Branch in 2006 and Heilongjiang Goldmind Communication Technology Co., Ltd. in 2000 who was formerly subordinated to CUC Heilongjiang Branch. Its foundation attributed to the reorganization ofCUC who followed the trend of international telecommunication industry from a conventional basic network operator to a modern integrated information service provider.

Heilongjiang Branch was developed from Heilongjiang Institute of Post and Telecommunication. The Institute was started in 1958 and renamed twice with Heilongjiang Communication Software Engineering Bureau and Heilongjiang Goldmind Communication Technology Co., Ltd.

Heilongjiang Branch is the leading force of CUC in providing information and communications technology (ICT) service in Heilongjiang, and it is also a special R&D organ of CNC to serve the clients of all sectors in the province.It is aimed at facilitating the society to realize informationization with information system integration as the major business. Driven by technology innovation and based on excellent service, it is positioned in the market of ICT and gives big push on the commercialization and industrialization of new& high-tech achievements, thus to become a leading system integration service provider.It is devoted to providing services for telecom operators, government organs, enterprises, institutions, public utilities, finance, energy source, education, manufacturing, medical treatment, public security organs, procuratorate and people's courts, etc. and provides IT system consulting and planning, fundamental platform construction, application software development, software outsourcing, offshore development, system integration, operation service, engineering construction, equipment procurement and multitiered IT integration application service and solution package.

As the backbone of CUC Heilongjiang Branch, it has undertaken many significant projects such as Heilongjiang Telecommunications Service Network Computer Integrated Management System ('97 Project), LAN Charging Account System and BOSS System, etc. On the basis, we not only provide services for Heilongjiang but also the whole country. We render services to CNC and its provincial communication corporations, other telecommunication operators and private communication operators. Furthermore, we are active in the extension markets and have set up the MIS system for Heilongjiang Provincial Party Committee, Heilongjiang Provincial Government, Heilongjiang Province People's Congress, Heilongjiang Provincial Political Consultative Conference and Heilongjiang Discipline Inspection Committee; the OAS of Harbin Municipal Party Committee and Harbin Municipal Government. In the aspect of public service, we developed the operating revenue management systems for Harbin Water Group Co., Ltd., Harbin Fuel Gas & Chemical Industry Group, which play an active role in improving these companies' operation management level and facilitating the informatization drive.
